On Monday, in light of the decision of the House of Commons to pass the Brexit Bill, Nicola Sturgeon, the First Minister of the Scottish parliament, declared her desire to table a second "once in a lifetime" referendum (I know right?! The irony is not lost!).
I wholeheartedly support her bid for a second referendum with the following caveats:
- All the citizens of the nations of the United Kingdom of Great Britain and Northern Ireland have the right to vote.
- The questions should be modified from the basic Remain/Leave to Remain WITHOUT the Barnett formula OR LEAVE.
The Barnett Formula, (which is covered in greater detail by clicking on the link below) essentially is a means of distributing finances around the UK to cover public services. It was a formula put in place as a temporary measure in 1978 and is still in use today! Scotland receives a disproportionately higher allocation of funding in proportion to the revenue they provide as a devolved state. This enables, amongst other things, the Scottish government to provide free university places, something that the Welsh, Northern Irish and English students do not benefit from. So if they choose to remain within the Union it should be on a level playing field with a proportional budgetary allocation based entirely on the revenue raised from their inhabitants.
